KENYA MARINE FISHERIES RESEARCH INSTITUTE

VACANCIES

Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Agriculture and Irrigation was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology and Innovation Act No.28 of 2013.

The Institute mandate is to undertake research in marine and freshwater fisheries, aquaculture, environmental and ecological studies, in order to provide scientific data and information for sustainable exploitation, management and conservation of Kenya’s fisheries resources, and contribute to National strategies of food security, poverty alleviation, clean environment and creation of employment as provided for under vision 2030.

The Institute has Research Centers and Stations located at Mombasa, Kisumu, Nairobi, Naivasha, Baringo, Kegati, Sangoro, Sagana and Turkana.

KMFRI is seeking to recruit self-motivated professionals who are team players to fill the following vacant positions within its approved establishment:

 

1. ASSISTANT DIRECTOR (HUMAN RESOURCE AND ADMINISTRATION (RI.14) – POSITIONS – ONE (1)

(a)  Duties and Responsibilities

The officer will be the head of the human resource section and his/her duties and responsibilities will include:

  • Proposals on policy formulation on management issues.
  • Human resource planning.
  • Training and development.
  • Establishment and compliment control.
  • Formulating documents on terms and condition of service.
  • Handling of industrial relations matters.
  • Management of staff salaries
  • Supervision of policy implementation.
  • Interpretation of existing policies and circulars from the public service.
  • Planning and coordinating Human Resource activities.
  • Any other duties as may be assigned from time to time.

(b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C+” (Plus) or its equivalent;
  • Bachelor’s honors degree in Human Resource Management or Personnel Management or Industrial Relations or Social Sciences or equivalent from a recognized university;
  • Master’s degree in Human Resource Management or Personnel Management or Industrial Relations or Social Sciences or equivalent from a recognized university;
  • Post Graduate Diploma in Human Resource Management or equivalent from a recognized Institution;
  • Certificate in Strategic Leadership Development Programme Course lasting not less than six (6) weeks from a recognized institution;
  • Attended professional and administrative courses or equivalent in a recognized institution;
  • Satisfactorily served as Chief Human Resource Management Officer for a minimum period of three (3) years; and
  • Must be computer literate.
  • Member of a relevant professional body.

 

2. RESEARCH SCIENTIST I (SOCIO-ECONOMIST I) – RI.11 – POSITION – ONE (1)

(a) Duties and Responsibilities

An officer at this grade will be required to independently initiate and implement research projects; Duties and responsibilities at this cadre will include:- problem identification; formulating research project/ proposals; study design; implementing research projects; engagement in inter-disciplinary research; preparing technical reports and scientific publications; using other methods to disseminate research findings in their areas of specialization; providing guidance to junior research scientists/interns in their areas of expertise; and any other duties as may be assigned from time to time.

(b) Requirements for Appointment

For appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ (Plus) or equivalent;
  • Bachelor’s honors degree in any of the following fields: Sociology, Economics, Anthropology, Development studies or other relevant social science disciplines from a recognized University;
  • Master’s degree in any of the following fields: Sociology, Economics, Anthropology, Development studies or other relevant social science disciplines from a recognized University;
  • PhD in any of the following fields: Sociology, Economics, Anthropology, Development studies or other relevant social science disciplines from a recognized University.
  • Satisfactory served as Research Scientist II or equivalent for at least three (3) years.

 

3. ASSISTANT RESEARCH SCIENTIST (Socio-Economics) – (RI.9) – POSITIONS – ONE (1)

(a) Duties and Responsibilities

  • Participating in problem identification;
  • Developing research concepts;
  • Designing experiments;
  • Collecting, analysing data and preparing technical reports;
  • Participating in seminars and short courses on research practice.
  • Identification, preparation and evaluation of development projects and monitoring of their implementation.

(b) Minimum Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ or equivalent;
  • Bachelor’s Degree Second Class honors (Upper Division) in Economics, sociology or equivalent field of study from a recognized university
  • Proven knowledge of Econometric soft-wares including SPSS and Stata.
  • Must be Computer literate

 

4. ASSISTANT RESEARCH SCIENTIST (Molecular biology/Biotechnology) (RI.9) – POSITIONS – One (1)

(a) Duties and Responsibilities

  • Participating in problem identification;
  • Developing research concepts;
  • Designing experiments;
  • Collecting and analyzing data and preparing technical reports;
  • Provision of scientific advisory services in the area of expertise.
  • Participating in seminars and short courses on research practice.
  • Identify problems, plan and implement research projects with minimal supervision from senior Research scientists.
  • Assisting in initiation, implementation and evaluation of research projects.
  • Dissemination of research findings
  • Any other duties as assigned by the immediate supervisor

(b) Minimum Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ or equivalent;
  • BSc Degree second class Honours (upper division) in Molecular biology/Biotechnology or equivalent from a recognized university.
  • Must be computer literate.

 

5. ASSISTANT RESEARCH SCIENTIST (Fish post-harvest technology) (RI.9) – POSITIONS – ONE (1)

(a) Duties and responsibilities

  • Participating in problem identification
  • Collecting and analyzing data and preparing reports.
  • Provision of scientific advisory services in the area of expertise.
  • Participating in seminars and short courses on research practice.
  • Assisting in initiation, implementation and evaluation of research projects
  • Dissemination of research findings.
  • Participating in the development of fishery resources innovative processing technologies
  • Contributing to the improvement of hygienic and quality management.
  • Contributing to the increase of fishery products added value.
  • Contribute to the improvement of fisheries products analysis systems
  • Any other duties as assigned by the immediate supervisor from time to time.

(b) Minimum Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ or equivalent;
  • Degree second class Honors (Upper division) in Food science and technology or Fisheries and aquatic science or Biochemistry or equivalent from a recognized university.
  • Must be computer Literate

 

6. ASSISTANT RESEARCH SCIENTIST (Marine Geologist)(RI.9) – POSITIONS – ONE (1)

(a) Duties and Responsibilities

  • Carry out general geological surveys (mineralogical, paleontological, sedimentological, geotechnical
  • Participate in the investigation and characterization of aquatic sediment through fieldwork;
  • Participate in the collection of underwater samples and data using specialized monitoring equipment;
  • Participate in the Analysis and documentation of all site samples and data collection;
  • Prepare geological reports whenever required;
  • Assisting in preparing annual geology work plans
  • Any other duties in the area of specialization as assigned by the supervisor from time to time.

(b) Minimum Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ or equivalent;
  • BSC degree in geology or equivalent field of study from a recognized university.
  • Must be Computer literate.

 

7. ASSISTANT RESEARCH OFFICER (Fish Pathologist)(RI.9) – POSITION – ONE (1)

(a) Duties and Responsibilities

  • Assisting in conducting basic exams and evaluations;
  • Giving routine vaccinations;
  • Taking samples of blood or other bodily fluids, analyse and prepare technical reports;
  • Distributing prescription medications;
  • Observing and evaluating behaviour Suturing wounds;
  • Assisting in performing surgical procedures when necessary;
  • Conducting follow-up exams after treatment.

(b) Minimum Requirements for Appointment

  •  Kenya Certificate of Secondary Education,(KSCE) with a minimum grade of C+ or equivalent
  • Bachelor of Science in Pathology or Fish Science from a recognized university or equivalent qualification
  • Must be Computer literate.

 

8. ASSISTANT RESEARCH SCIENTIST (Fisheries Stock Assessment) (RI.9) – POSITIONS – ONE (1)

(a) Duties and Responsibilities

  •  Participating in fisheries research problem identification;
  • Participating in the developing fisheries research concepts and proposals;
  • Implementation of fisheries research projects by collecting and analyzing data and preparing technical reports and publications;
  • Participating in seminars and short courses on research practice;
  • Any other duties in the area of specialization as assigned by the supervisor from time to time 

(b) Minimum Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ or equivalent;
  • Degree second class Honors (Upper division) in Fish biology or Fisheries Science (stock assessment) or equivalent from a recognized university;
  • Experience in fish stock assessment tools and protocols is an added advantage.

 

9. ASSISTANT RESEARCH SCIENTIST (Aquaculture engineering) (RI.9) – POSITIONS – ONE (1)

(a) Duties and responsibilities

  • Designing and interpreting scheme and drawings of practical efficient multidisciplinary aquaculture systems such as recirculatory aquaculture system, flow through system, off-shore fish cages and aquaculture waste treatment e.t.c. 
  • Analyzing and evaluating the performance of the aquaculture systems.
  • Supervising and monitoring aquaculture structural projects during construction and installations of related equipment.
  • Establishing structural engineering standards for different aquaculture systems
  • Developing maintenance plan for aquaculture systems
  • Arranging for testing of materials
  • Coordinating project documentation
  • Compiling routine site reports
  • Providing of engineering advisory services
  • Participating in undertaking aquaculture research and preparing technical report
  • Any other duties in the area of specialization as assigned by the supervisor from time to time

 (b) Minimum Qualification

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C+ or equivalent;
  • BSc Degree Second Class Honors (upper division) in Civil Engineering (Structural) from a recognized university.
  • Must be computer literate
  • Experience in aquaculture hatchery design and/or construction will be an added advantage

 

10. HUMAN RESOURCE MANAGEMENT OFFICER I (RI.9) – POSITION – ONE (1) 

(a)  Duties and Responsibilities

  • Oversees settlement of issues raised on rules, regulations and procedures of staff matters like appointments, remuneration, leave, staff exit, housing and Medicare.
  • Analysis of operational problems using management techniques.
  • Personnel deployment and utilization.
  • Development of schemes of service/career progression guidelines.
  • Identification of training needs and recommendations on training.
  • Supervising and guiding officers working under him/her.
  • A member of management committees.
  • Any other duties as may be assigned from time to time.

 (b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) of at least mean grade C+ (Plus) or equivalent;
  • Bachelor’s Degree in any Social Science in any of the following disciplines, Human Resource, Public/Business Administration or their recognized equivalent qualification from a recognized institution;
  • Post-graduate Diploma in any of the following fields: Human Resource Management/Development, Public/Business Administration, or their equivalent qualification from a recognized institution;
  • Membership of a relevant professional body.
  • Satisfactorily served as a Human Resource Management Officer II or an equivalent position for at least three (3) years

 

11. ACCOUNTANT I (RI.9) - POSITION – ONE (1)

(a)  Duties and Responsibilities

  • Collation of financial estimates;
  • Determination of aggregate expenditure;
  • Supervision of the revenue collection processes;
  • Preparation of quarterly reports and financial statements
  • General supervision of personnel in finance department.
  • Personnel training and development.
  • Preparing expenditure reports based on approved budgets
  • Compiling and verifying records.
  • An officer at this level may also be deployed to one of the Centre/Station as an Accountant in charge.
  • Any other duties as may be assigned from time to time..

(b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) with a mean grade of at least C+ (Plus) or its equivalent;
  • Bachelor’s degree in Commerce/Finance or its equivalent from a recognized University.
  • Passed Part III of the Certified Public Accountants (CPAIII) Examination or its equivalent.
  • Satisfactorily served in the grade of Accountant II or in a comparable position in the public service for a minimum period of three (3) years.

 

12. SENIOR LABORATORY TECHNICIAN (RI.8) –POSITIONS - ONE(1)

(a) Duties and Responsibilities

  • Supervision of laboratory technicians at research centers.
  • Collecting, processing, preserving samples from aquatic environment and other sources. Collecting, preparing, managing and safely disposing samples and specimens.
  • Maintaining and calibrating laboratory equipment.
  • Participates in carrying out major analytical work.
  • Maintaining and preserving specimens and cultures.
  • Recording of experimental data.
  • Ordering and maintaining stock and resources.
  • Assisting in demonstrations of laboratory functions to clients and visitors.
  • Guiding junior personnel, interns and students on attachment.
  • Assisting in training and guiding clients on improved technologies such as seaweed farming, fish farming and value addition.
  • Any other duties as may be assigned from time to time. 

(b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C- or equivalent;
  • Craft Certificate from a recognized institution preferably from Kenya National Examination Council (KNEC) or its equivalent in the following fields; Food science, Fisheries, and Applied Laboratory Sciences; and
  • Satisfactorily served at the position of Laboratory Technician I or its equivalent for a minimum period of three (3) years. 

 

13. ACCOUNTANT II (RI.8) – POSITION – ONE (1)

(a)  Duties and Responsibilities

  • Examination of payment vouchers in accordance with the laid down financial regulations. Thorough verification of entries in the general ledger.
  • Preparation of bank reconciliation statements.
  • Supervision of the revenue collection processes.
  • Control of expenditure and below-the-line (BTL) group of accounts.
  • Undertaking a limited range of management accounting.
  • General supervision of personnel under him/her.
  • Personnel training and development.
  • Any other duties as may be assigned from time to time.

(b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a mean grade of at least C+ (Plus) or its equivalent;
  • Passed Part II of the Certified Public Accountants (CPAII) Examination; or
  • Bachelor’s degree in Commerce, Business Administration, Finance or its recognized equivalent.

 

14. ACCOUNTANT III (RI.7) – POSITION – ONE (1)

(a)  Duties and Responsibilities

This is the entry grade for Accountants. An Accountant III will be responsible for performing a variety of accounting work of limited scope and under the guidance of a senior officer. Duties and responsibilities include:-

  • Examination of receipt and payment vouchers;
  • Verifying and posting data to the enterprise resource planning (ERP), ;
  • Verifying postings to the general ledger and making corrections as necessary.
  • Verifying entries in the cashbooks and advising the cashiers on corrections to be made as necessary.
  • Limited preparation of bank reconciliation statements.
  • Any other duties as may be assigned from time to time.

(b) Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a mean grade of at least C (Plain) or its equivalent; and
  • Pass in part I of the Certified Public Accountants (CPA I) or its recognized equivalent from a recognized examination body.

 

15HUMAN RESOURCE MANAGEMENT OFFICER III (RI.7) – POSITIONS – TWO (2)

(a) Duties and Responsibilities

  • Advance staff welfare as an interface between human resource and employees in provision of welfare services such as recreation facilities, benevolent scheme, canteen, and medical scheme.
  • Assemble data for manpower planning, succession planning and organization development (OD).
  • Assist in compiling information on disciplinary matters.
  • Any other duties as assigned from time to time.

(b) Requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C-” (Minus) or its equivalent;
  • Diploma in Human Resource Management from a recognized institution
  • Membership of a relevant professional body;
  • Served at the position of Human Resource Management Assistant I or equivalent for a minimum period of three (3) years.

 

16. ADMINISTRATIVE OFFICER III (RI.7) – POSITION – ONE (1)

(a) Duties and Responsibilities

  • Identification and provision of office space.
  • Generation and maintenance of transport records.
  • In charge of compound and office maintenance.
  • Supervision of personnel under him/her in administration section.
  • Any other duties as may be assigned from time to time.

(b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) of at least mean grade “C” (Plain) or its equivalent;
  • Higher National Diploma in Business Administration from a recognized institution; and
  • Working knowledge of computer applications

 

17. SUPPLY CHAIN MANAGEMENT OFFICER III (RI. 7) – POSITION – ONE (1)

(a) Duties and Responsibilities

This is the entry grade into this cadre. An officer in this level will work under guidance and supervision of a senior officer. Duties and responsibilities will entail:

  •  Procuring, distributing, utilizing, and assisting in verification and control of stores.
  • Inventory and disposal of stores.
  • Processing requisitions.
  • Reporting shortages and losses of stores.

(b) Requirements for Appointment

For direct appointment to this grade a candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) mean grade C (Plain) or its equivalent qualification from a recognized institution; and
  • Diploma in supplies Management or professional stage Diploma in Supply chain Management from chartered institute of purchasing and supply (CIPS) or Materials Management Programme/course (professional/final stage) from the Kenya School of Government or its equivalent from a recognized institution

 

18. SENIOR COXSWAIN (RI.7) – POSITIONS – TWO (2)

(a) Duties and Responsibilities

  • Overall in charge of the Seamen and Coxswains.
  • Piloting boats.
  • General discipline and good order of the ship’s crew at all times.
  • Movement of personnel in and out of the ship at all times.
  • Maintenance of correct records of the ship.
  • Maintenance of complete records of lost and found property in the ship and its disposal.
  • Executing disciplinary measures within the ship fairly and in accordance with regulation. Supervising crew and ensuring compliance with routines and standing orders.
  • Ensuring that there is no trafficking of unauthorized persons, cargo, or liquor on board.
  • Any other duties as may be assigned from time to time.

(b) Minimum rrequirements for Appointment/ Promotion

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a mean grade C- (minus) or its equivalent;
  • Coxswain Certificate of competency or any other relevant equivalent qualifications from a recognized institution;
  • Certificate in supervisory skills lasting not less than two (2) weeks;
  • Proven experience of at least six (6) years in piloting small boats; and
  • Satisfactorily served as a Coxswain I, or equivalent for a minimum of three years

 

19. LABORATORY TECHNICIAN I (RI.7) – POSITIONS – TWO (2)

(a) Duties and Responsibilities

  • Collecting, processing, preserving samples from aquatic environment and other sources. Collecting, preparing, managing and safely disposing samples and specimens.
  • Cleaning, maintaining and storing of laboratory apparatus and equipment.
  • Maintaining and preserving specimens and cultures.
  • Carrying out analytical work on collected samples.
  • Recording of experimental data.
  • Assisting in demonstrations of laboratory functions to clients and visitors.
  • Guiding junior personnel, interns and students on attachment.
  • Assisting in training and guiding clients on improved technologies such as seaweed farming, fish farming and value addition.
  • Any other duties as may be assigned from time to time.

(b) Minimum requirements for Appointment

For direct appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) with a minimum grade of C- (Minus) or equivalent;
  • Craft Certificate from a recognized institution preferably from Kenya National Examination Council (KNEC) or its equivalent in the following fields; Food science, Fisheries, and Applied Laboratory Sciences; and
  • Satisfactorily served at the position of Laboratory Technician II or its equivalent for a minimum period of three (3) years.
